Video & Audio Recording
In the fall of 2017, the Upper St. Clair School District Board of School Directors adopted two policies aimed at improving school safety. The policies clarify the district’s use of video within and around the schools as well as the use of video and audio recording on school buses.
Policy 709.1 School Building and Grounds Security Monitoring authorizes the use of video recorders in and around school property. The video surveillance equipment is intended to assist school personnel in observing behavior; preventing violation of school rules, regulations, district policies and Pennsylvania law; maintaining physical security and safety; and utilizing and/or dispensing such security monitoring when required for disciplinary, civil and/or criminal matters.
Likewise, 810.2 Transportation - Video/Audio Recording authorizes the use of video and audio recording equipment on school district-owned, operated or contracted school buses, vans or other school vehicles.
Both policies enable the superintendent or a designee to review the recordings randomly as well as in response to alleged improper conduct. If an incident is detected on the video, it will be preserved. Otherwise, recordings may be recycled and overwritten within 45 days.
Both policies were approved during the school board’s Oct. 23, 2017, meeting and were effective beginning Jan. 1, 2018.
