3. E-rate "RFP" 470 Applications - Submit a proposal on or before Monday, January 18, 2021, at 10 am Eastern Local Time
Upper St. Clair School District FY 2021 Form 470 Service Requests
The District has two service requests for its FY 2021 Form 470 application:
1. 1 Gbps leased lit fiber or comparable technology circuit to interconnect the District’s bus garage building, located at 100 Red Nine Lane (also referred to by some as 226 Georgetown Rd) Canonsburg, PA 15317 in Washington County, to the District’s network hub, located at its High School, 1825 McLaughlin Run Road, Upper St. Clair, PA 15241. The preferred technologies are point-to-point, Metro Ethernet, or layer 2 tunneling or comparable/equivalent technology.
Please note that with respect to the address of the bus garage building, the official Certificate of Occupancy from Washington County states that the official address of the building is 100 Red Nine Lane, Canonsburg, PA 15317. Vendor records may show the location address as 226 Georgetown Rd.
The District would like to receive proposed prices for a two and three year initial term with voluntary extensions so that the entire term with extensions is five years. If your company offers more competitive prices for a five-year initial term, the District will also consider such proposals along with two years of voluntary extensions.
2. Internet access service of 2 Gbps, with 126 IP addresses (referred to /25) /25 255.255.255.128 (126 usable IPs) delivered to the network hub located at the High School, 1825 McLaughlin Run Road, Upper St. Clair, PA 15241. The District would like to receive proposed prices for a two and three year initial term with voluntary extensions so that the entire term with extensions is five years. The District also seeks prices to enable expansion of the Internet quantity to 5 Gbps over the life of the agreement including any voluntary extension terms.
Mandatory Bid requirements that must be met for the bid to be considered and evaluated:
A. Vendor must provide proposal for the service listed either in Item 1 or Item 2 or both. Other proposals for other services that are not responsive will be rejected.
B. Vendor must provide E-rate SPIN.
C. If Vendor has been in business for less than five years, Vendor must document and describe financial stability in their proposal.
D. Vendor must provide references of three E-rate customers receiving similar service that the Vendor is proposing in response to this Form 470.
E. Vendor must verify that the proposed prices are compliant with the Lowest Corresponding Price requirement, 47 C.F.R. Section 54.500. Lowest corresponding price is defined in E-rate regulations as the lowest price that a service provider charges to nonresidential customers who are similarly situated to a particular applicant (school, library, or consortium) for similar services. A similarly situated applicant is one that is located in the service provider’s geographic service area (that is, the area in which the service provider is seeking to serve E-rate customers. Similar services include those provided under contract, as well as those provided under tariff.
F. Vendor must provide a copy of the proposed terms and conditions (contract) and confirm in their proposal that they are willing to negotiate mutually acceptable terms and conditions.
G. Vendor must confirm they are willing to provide discounted billing and bill the E-rate program for the discount funding amount of the price of services.
Updates to this procurement will be posted to the E-rate 470 portal. Bidders are responsible for monitoring the portal for any of these updates.
